Subject: Senate Bill 2312 (Alternatives-to-Abortion Services Program)

The North Dakota Catholic Conference supports Senate Bill 2312 to reauthorize the alternatives-to-abortion services program.

When the last Legislative Assembly authorized the alternatives-to-abortion services program, it recognized that:

• No woman should ever feel that abortion is a “best” or only option;

• Behind every crisis pregnancy is an unmet social need, such as the family support, housing, education, job opportunities, health care, addiction, or role models;

• These needs are met through a variety of local agencies and organizations, with different missions, structures, philosophies, and expertise; and

• Addressing these needs not only helps women with their immediate situation, but it also prevents future problems and enhances the development of stable two-parent families and encourages adoption.

Finally, the abortion alternatives program is a partnership of hope. Through it, local nongovernmental agencies and the state government work together to provide much needed assistance to women facing difficult situations. This aid translates into hope.
